One does not adjust horizontal sync. You must mean to adjust horizontal frequency or sometimes called horizontal hold or even line hold . Correct way to adjust horizontal frequency for the technician is to disable the horizontal SYNC ( short the sync to ground using a .47mfd capacitor then adjust the horizontal hold for a floating picture that is almost upright then remove the capacitor to restore the sync.
