It is a neurological condition; and it's spelled Tourette's Syndrome. Do a Google search. There's a ton of information about it.

I believe it is considered a mental health condition. I would classify it as a disease because the person with turrets can not help what is happening and it is caused by a chemical imbalance in the brain.
