Honestly, anyone under 16 is too young for a navel piercing. They take 6 months MINIMUM to well over a year to fully heal and require diligent aftercare the entire time.
If you really want to wow your mom, do some research and present it to her. Write an essay about aftercare, healing times, proper jewelry, how to tell if something is wrong, how to spot a good piercing studio, risks, etc and present it to her.
A good place to start is tribalectic.com and bmezine.com. Safepiercing.org is the APP (association of professional piercers) website.

ive answered this type of question 4 or 5 times today. i will tell you the same thing i told the rest.
you must wait until you are done growing to get a surface piercing. it will grow out in 6 or 8 months. also, you wont be able to take the pain. please just wait until youre 18.

You probably won't. Mom's don't want to see their little girls growing up. Also, she is probably worried about infections and other problems that it can cause. If you are close to 18, wait until then. No one will be able to see it anyway, unless you wear an outfit that makes you look trashy.....

Prove to her that your responsible......Let her know that she can trust you! Do more chores around the house....Tell her that your a responsible adult...and that getting your belly button periced will make you more of an adult and more responsible! Get into her head! Hypnotize her if you have too......
I just say good luck at it!

i hate piercing belly button. I would never allow my daughter to do that. That's really ugly.

Do something extra nice for her like asking if you can do extra chores or something else that would help out around the house. If you do something like that for her she should be so happy that she should let you get the piercing.
