Coming here on an HIB visa..Is an international drivers license good enough to buy a car and auto-insurance for that car(while waiting to get the US local state licence)?

You'd think so, but my significant other found out the hard way that a state issued (TX) driver's license was needed to buy insurance (but not the car).

Your home country license is sufficient. If it's in a non-Roman font (Russian, Cyrillic, Korean, Chinese, Japanese, etc.) an IDP is a good idea. All an IDP serves as is a translation of your drivers license into a number of widely spoken languages. Make sure that you get the IDP before you come to the US. It's void in the country in which is was issued.

From the insurance standpoint, it will help you to qualify for much lower rates if you bring an official extract of your driving record and a no-claim letter from your insurance company. If these are not in English, get a certified translation as well. This can save you a LOT of money!
