No, because not everyone gives obvious signals. However, it is probably best to wait until she is in a good mood before you ask. If you are joking with her and have gotten her laughing, then she is more likely to say yes than if you hit her with the question cold.

If you get signals, its a better chance of going out with her. You don't need them, but its like walking in the dark. It could go either way. Its up to you and how adventurous you are.
