yes you can. Just buy tickets from online sites or from travel agents located in that country. Not sure if all countries will do this for you. Online ticketing sites are the best places to go, for now!

This used to be called "cross bordering" and used to be sort of illeagal. However, finally the pisspoor management of IATA was forced to say that anyone could buy a ticket from anywhere, to anywhere, anywhere. Now, airlines do not like you doing it and do not make it easy. (For reasons made clear in a previous answer) So, you have to do it the hard way. Get someone in the country where it is cheaper to buy the ticket in your name for cash. In some countries, airlines try to stop even this by, inexplicably, asking for a passport. You can usually get around this by buying from a local travel agent. If it is an "e" ticket then that should be that, if it is a paper (old fashioned style card or paper ticket) they should then simply DHL the thing to you.

Legally and in theory you can. You'll have to get someone in the country you're travelling to accept delivery of the tickets and post them to you.. The airlines, however, don't like you doing this because it means less profit for them.

Well you can get someone from that country to buy it for you and put your name as the passenger.
