I must conclude "attack on a nuclear basis" means "a nuclear attack." North Korea's proximal enemy (well within range of their missiles) is South Korea. If they were to attack S. Korea using a nuclear weapon, the United Nations Security Council would rush into emergency session, but the UN would realize that by the time the Security Council members took their seats (only hours after the attack on S. Korea) the United States will probably already have answered the North Korean aggression with a devastating air attack, and possibly used nuclear weapons in the air attack. The United States cannot wait to answer nuclear aggression, and the United Nations representatives know it. (The situation in North Korea is dire now, not because they are likely to be attacked, but because their "going nuclear" will certainly add to the atmosphere of WMD proliferation world-wide.)

The most logical response is for other nations, including the US and China, to respond with NON-NUCLEAR force.
If North Korea is stupid enough to take on the world, they will get slapped down hard and their government will be toast. No one will respond with nuclear weapons, though. It will be conventional weapons.
The ultimate future of North Korea after such a fiasco will probably be a forced reunification with South Korea. South Korea will get lots of assistance and aid, but we won't be building a government from scratch. I think even China will go along with that in the long run.

I notice the answers seem to imply the idiot running things gives a crap. He crazy enough to take out Seoul and not worry about the aftermath.
Since we have 30--40000 troops there I expect George would have to respond in kind.
Like most things I doubt that you will be able to do only one thing though. China, Japan and South Korea (assuming any thing left) will have something to say or who know what will happen. Should this occur I hope you got a few gold coins under the bed as the impact on the financial markets could be really bad.

They might have a nuclear capability (although they may have just exploded their entire nuclear arsenal!), but they don't have the means to deliver it very far!
If they were to launch an unprovoked attack on, say, Seoul, it would spell the end of North Korea.

They live underground in North Korea. So anything the USA tried wouldn't work. Picture NORAD X 1000. That's how maintainous the North is. It's funny how similar that sounds to another war eh? Blowing up mountains in order to find 1 man? Amazing HUH?

many of the nucear powers have a mad program
(mutually assured destruction)
meanting that while the missles were in flight, that country would fire back,
hopefully that doesn't happen
and if they used a short range target, ( so as to avoid the missles being seen coming) they would get radaition on themselves.
