MPG files on Video-CDs have names like AVSEQ01.DAT or MUSIC01.DAT etc. They are normal MPG1 files formatted to fit the VCD sector size.

You can play them in Windows Media Player easily by dragging and dropping them on Windows Media Player program window.

You can even try assigning Windows Media Player as the permanent program to play them with. For this, Press SHIFT and right click on the DAT file. You will notice and option OPEN WITH...
In this option, click Choose Program. Select Windows Media Player from the list and tick the check box that says "always use this program".

Other softwares that play DAT files are: VLC Media Player, PowerDVD, Media Player Classic, Xing MPEG Player.
