Has it been 2 hours or 2 weeks since you first started dating? If you have been dating for awhile, then I would confront him on this. He could actuallly like you so much that he is afraid of ruining what you have right now with a kiss.....maybe he doesn't kiss well.

This happened to me like two days ago. I was told to make the first move, but then I went for it and he told me he just wanted to be friends with benefits. Men are sometimes more confusing than women so I'd say make a move and then at least things will be out in the open.
