I have my passport, but my friends do not have theirs. I told them that they have to have a passport as of 1/08/2007 to go on a cruise. Last night I was watching the news and heard that if you are going to Mexico by car or boat that you do not have to have one until 1/01/2009. I have looked on the website for the U.S. department of state and they don't have nothing about what I heard on the news. Did I dream this or not?

as of 01/08/2007 a passport will be required for both air travel and sea travel. as long as the ship does not visit a foreign port a passport will not be needed. a land border crossing a passport will not be required june 1, 2009. also try the u.s. customs and border protection web site at www.cbp.gov. if you do not have a passport you will have to go thru a secondary inspection and you will have to prove you are an american citizen. this might be a big hassle.

The date requirement is dependent on how you are traveling. The most recent change is as follows:

January 8, 2007 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.

June 9, 2009 - Requirement extended to all land border crossings as well as air and sea travel.

So since you are going by boat, they will need passports now. However, this may well change again. The Dept of State website indicates they have not made the most recent updates as yet. It is Never a bad idea to have a passport though. They are excellent forms of ID for all sorts of things, including I-9 forms upon employment. Passports are a bit expensive up front (about $130) but the are good for many years.

My understanding that it was 1-8-06 by any means of travel.

I also heard they changed the date. Just phone any travel agency, they will know.
