No one knows who is going or not going to Heaven but one person, God. He does not send little signals like rain or heat to symbolize anything, they are just provided to nourish the earth.
Your logic would state that thsoe who die and are buried in a desert all are going to hell and those who die in a rain forest are going to Heaven.
So no, that is not the meaning. The only meaning in a burial is that we need to pray, for the soul of that person, for the mercy of God's love and that someday we may meet again in Heaven.

That is completely false, and a poor attempt at superstition. rain, sun, hot, cold, have no bearing on where a person's spirit will spend eternity.
