Can a guy of 19 yrs that has a father with past criminal records (Drug Traffic) three years ago qualify or become a border patrol?

No...you must be at least 21 years old to apply. It's mainly your criminal history that will be addressed, but the fact that your father has a drug trafficking charge, you may be questioned and interrogated as to how much contact, conversation, etc you have with him and his associates.
Whatever you do, be honest and open otherwise you don't have a shot because they will investigate all of your claims during your background investigation.

You are the police applicant, not your father. They will do a thorough background check on you, and see if you are in cahoots with your father in any way during his crime spree, If you turn up clean, I think they will accept you. Most people go into the U.S. Border Patrol from other police agencies. Not many get in without prior law enforcement experience, unless you are outstanding in some way, like academics, or have other special talents.

You have to be at least 21 to apply.

You are not responsible for what your father did, he is.
Check with the border Patrol recruiter to be sure..
