So how do they get them off, or do they just freak until you take them off?
Make them out of elastic. Get some 1/4 inch wide elastic, measure, cut and sew the elastic to exactly fit around the dog's necks, and cover them in fabric. That way it's snug, not tight, and can be removed in an emergency. It's just strong enough to hold the tags, but durable enough for all the abuse a terrier can heap on.
If they freak out wearing them, start by using gift ribbon tied loosely around their necks. Then move to wider, heavier ribbon, then move to fabric ribbon, then try the collars again. It might be a matter of desensitizing them to wearing it.
I've noticed that terriers are very sensitive. Literally, they see, hear and feel things other dogs usually don't react to. Maybe it's the sound of the tags driving them crazy. Try silencing them with tape, or those rubber thingies specially made for tags. Look at petstores.

I would try a chain collar. Reasoning for this is so that A) they cant chew them trying to take them off and B) they are extremely hard to get off the neck if the collar fits them properly. The only other option would be to get a really skinny one so that the really cant feel the collar laying there.

First of all never, ever put a choke collar on a dog when they're unattended. It's just not safe!!
Find a light-weight nylon buckle-up collar - I've never seen a dog object to them if they're not on too tight. They do need a bit of time to get used to wearing a collar, but that shouldn't be a problem.

never use a chain of any sort as a perminet collar, too many things can happen with a chain, especially chokes/slips!!!
try fitting the collar slightly tighter so they cant get them off to start with (you should be able to just fit 2 fingers side by side between the collar and the neck)
try a brand called lupine if there crewing through them lupine replace no questions asked!

Find a choke chain small enough to where it doesn't come off, they "do" make them, and no, it doesn't hurt. good luck.
