These rooms can be quite small, and I'll bet some of them would let you dress the room, too. Try dropping into ones you fancy and asking.

There is a very nice hotel on the Thames at Sonning, I think it's called the The Great House, it is an expensive place but the setting is beautiful for a wedding.
There is Phyllis Court club in Henley-on-Thames, nice setting again, has many different size rooms for functions, I have been to a couple of weddings there myself - very nice. Not sure of the prices though.
The Swan at Streatly is very nice.
There are many different pubs along the Thames if you want a more informal do.
