Talk to your vet. A stuffy nose can turn into an infection and your cat may need an antibiotic. My cat has allergies that cause her to get frequent sinus infections, so we close her up in a room a Vicks humidifier to keep her from getting stopped up. We also use hot compresses on her face, but she's a pretty docile cat.
However, only your vet can say what's best for your cat.

Do NOT use any medicine for humans. If he's having trouble breathing, it means there is something wrong. Simply relieving the decongestion won't take care of the illness.

If you have a vet for your cat (and you should) call and find out what you can do. Being in the bathroom when you shower might help and do not use any human medications for "flu" symptoms on your cat without a veterinary OK.

You need to take the cat to the vet,as there are many viruses that can cause congestion, and some of them can turn into a fatal pneumonia.Steam inhalation and feeding warm chicken or beef broth should help until you get to the vet.

Nothing, it will harm it. Most likely it has hairballs try a hairball treatment instead. You can also get special food for hairball control.
