Its an admonition to the people of Prophet Lut (peace be upon him) who were homosexuals. Obviously it applies to all of mankind and is a lesson.

"Of all the creatures in the world, will ye approach males, And leave those whom Allah has created for you to be your mates? Nay, ye are a people transgressing (all limits)!"

This sounds like a diatribe against male homosexuality. Which is amusing, as I was solicited (twice!) while in Saudi Arabia for homosexual encounters. (I declined.) [Never happened in the US.]
