my sister is a born us citizen can she help me ubtain a green card,
and how long does it take? she is 21,and i amd 20, I been here since i was 3, i even graduated here, but now i need a green card
to go to college. can she help me ?

No you are over 18 yrs of age. call one of those free Immigration places for advise, she might be able to sponsor you. But you both are low income and that is a problem. Also you can even go to college that's more than I could do when I was your age. why do want to become a U.S. Citizen? Once you become one there go's your College education and all of the free benefits that all illegals receive. I 'm not trying to be mean but it's the truth about being and American Citizen your Country does more for other people (Illegaly here) than for its own Citizens.

I dont think she could. From what I know you could only do that for your children or spouse. The only instance where I know that a sibling was able to apply for another sibling was when she was coming as the caregive for the elderly parents who were being applied for. Hope this helps.
