Anr is right, it used to refer to a course on which a championship has been held, (whatever a "championship" is is up for debate) but now it only refers to a course of 18 holes, of regulation par (around 72 ish give or take). It is to differentiate between that and an "executive" course which is a short course, mainly short par 4's and par 3's and often in the 5000 yard or less range.

a championship course is an eighteen hole course with a par of 70, or more. It is usually up-scale and well maintained. Many are of good enough condition to host professional tournaments.

It has been rated by the PGA as good enough to play professional championships on. By that I mean a tournament or event for professional golfers, not just Tiger, Furyk and co, but all professional golfers including club pros.
