A person where I work was told at the immigration office, she could wait until the day her work permit ran out to get a new one. She agreed she'd come in that day (in November) to renew. Now she has to go on a business trip and can't. She tried to renew her work permit quickly (which they said she could do earlier), and she was told the rules changed in September and it would take a long time. She doesn't have a long time! She did all the right things, and now finds herself just a month away from no work permit. Is there someone to contact for such things? She is a great worker, a scientist in a "green" company.

She should apply immediately before going to her business trip. The correct form to use is I-765. It can be located here
http://www.uscis.gov/graphics/formsfee/forms/i-765.htm

She must attach a filing fee $180 and mail it to the address listed as appropriate address for her particular visa/status. It is better to consult an immigration attorney.

Yes, this is true that rules have changed, and now she cannot apply for a work permit at a local CIS office. They are no longer authorized to do so.

No, it is not possible to expedite this process, but she can file asap. Usually, it does not take too long for a renewed work card to arrive.

P.S. She cannot work if she does not get her new card before expiration of old EAD.

Your friend should know that to renew her work permit she should re-apply 3 months before the expiration date. This information is available in the letter that came along with the Work permit she received by mail.
How did she get the work permit in the first place?
It takes awhile for the Dept Homeland Security to process paper work, so ALWAYS apply early especially when it is a paperwork that needs to be renewed annually otherwise your friend has no choice but to be unemployed until the new work permit is issued.

Latin Techie is right. Get a good immigration lawyer before her situation becomes complicated. I think she needs a document called advance parole in order to travel while her permanent resident card is being processed. Good luck!

She needs to go back where she came from if she cannot renew her work permit...isn't there an American that can fill the job? If not, thank your government for taking money from the public education system and making millions of dollars in grants available to teach ESL classes... not teach American middle-class children Science!
