It happens during kids growth spells in adolesence. The knees don't grow with the shin bones.

That's Osgood-Schlatter's disease. It is inflammation of the at the top of the tibia where the patellar (knee) tendon is located. It is the result of repeated minor trauma from physical activity usually sports. It is more common in boys, can usually be resolved with rest but can require surgery. It is not associated with growth.

Right, I had friends in high school with this. I played football with them. It's painful, but I think it goes away - because they all ended up growing really tall (like 6' 5") and playing college football.
