can be charged, and a park is public even if you're in a car. Rent a motel room. If you're too young or don't have enough money,
wait until the time is right.

Yes they can be charged. The laws concerning indecent exposure are not predicated upon whether there are viewers present. (This is because the intent is protect others that may stumble across your activity in the future, and there is no guarantee that 30 preschoolers may come ambling by you in the next 10 minutes).

it is a lewd act, indecent exposure because the police officer saw it. Most of the time the police will just mess with you because it is funny and embarrassing enough for the two people. It all depends on his/her mood

It's considered indecent exposure and yes they can be arrested for this. It does not matter that you are in a car. It's still a publc place. Some cops will write a warning and send you on your way. Some will not be as nice. It's really at the cops discretion.

Usually the officer will ask the couple to get dressed and find somewhere else to go. Yes, you can be charged. Indecent exposure. I don't recommend it.

My wife and I went to a Park and Ride once to have sex, cause we were living with Her mom, and had kids as well. her mom agreed to watch the kids, and we went off to the Park and Ride (at night). Well, a police officer pulled up, shined the flashlight in the car, freaked us out. He screamed to my wife " Ma'am are you here of your own free will" She said " Yes he is my husband" and the cop, turned off his flashlight, and said "Have a nice night". He left.

it will depend on the officer, what day it happens on for that officer and department policy.
Since if they arresst them, the officer will have to go to the station house and book them, and do a 1 hour report and then normally appear in court the next morning about it.
So if the officer is in a good mood, he may merley make them drive off after talking trash and making fun of them.
Now if one is a hooker, the officers know who are the hookers in their area, he may want to seperate them, and get thier story and make additional charges
