We would blame it on Saddam Hussein. After all, he was responsible for the September 11 attacks, right? And he had nukes, right? Right?

Nice question, but I don't think that would happen. These elements are traceable and it'd be near impossible to get them all together in one central location to nuke a city. Even if someone was to bomb a nuclear missle silo, it wouldn't trigger a nuclear explosion because they are designed to explode only when deliberately armed and fired.

Depends.
If you are a liberal, the response will be to blame the US and Bush for antagonizing the poor freedom fighters that ignited the bomb, and call for deep introspection as to why we are so evil and brought this upon ourselves.
