no she is a puppy, just like a baby , it will grow.
my mom just bought a 11 week old yorkie and her hair is fully grown in either. normal

I use to raise Shelties and they didn't develop their full coat until they reached maturity. Sometimes a male dog will take two years to develop their full coat. Sometimes female dogs do not carry the large coats that males do, sort of like the male lion and female lion.
She has the puppy coat she was born with and that will slowly shed out and you will see a darker area of fur growing down the center of her back. This is her adult coat starting to come in. It is all in the genes from there whether your dog will have a full coat or not.
If you were able to see the parents you will have a pretty good idea how her coat will turn out. The heart murmur really has nothing to do with her coat but make sure your Vet keeps a check on it.

just be sure of the parents, its pedigree because most qualities are inherited from both parents, so try to see the dam and the sire, if theyre healthy? if they have full coat meaning are they just single coat, double coat or triple coat? a nice pomeranian must at least have a double coat, so its thick and fluffy, and also check if its also a mixed a young pomeranian spitz maybe passed as a pomeranian to an innocent buyer by unscrupulous sellers, so check if its within the standard of what a pom would look like, generally they have short hair when theyre babies if they grew older and its still short check those i said. heart problems can also be inherited so its nice to check ur pup with its parents.

Your puppy is just fine. I have two Poms. When they're young, they don't have the coat that a mature Pom has. They also have "bad hair days". Once your puppies coat has filled in, she'll have it for a while and then she'll go through a really ugly phase where her coat will look kinda "patchy". Don't worry though, it will grow back out and be pretty again. Poms also do this when they're pregnant or right after they have puppies.
If you see bald patches though, you'll want to get them checked out by a vet.

That is very typical. In fact, it will probably get worse before it gets better. Pomeranian puppies tend to go through an ugly phase starting about 12 weeks old. Have heart, however, they normally come out of it between 6-9 months old. Just keep it on a healthy diet, and at a healthy weight as it grows, and everything should work out.
Oh and btw, about once a week I used to take mine into the post office after hours and weigh her on their scales. Worked great for keeping track of her weight as she grew since they are so accurate.
