Yes he can.
The captain is in charge of the ship and it would be common courtesy for the commander to follow his commands.
The only time this would not happen was if the commander officially took command of the vessel

Yes, The SHIP is the Captain's Command ! The MEU is the responsibility of the Colonel. The Captain has positional authority...
Just for Dave... the Colonel could not assume command of the ship... the command would do to the XO (Executive Officer) or the next senior Navy Line Officer... even if it fell to some silly new LTjg from the Deck Division !

On a ship there is only one god and that is it's captain the col will have to get permission to do things while on the ship. This is so marine ops don't conflict with navy ops. This usually not a problem as both commanders will try to help one another attain there goals once on the beach the marine colonel can do as he likes.

If he's the Captain of the ship then he is superior to everyone else on his ship regardless of rank.

yes, its his ship and technically he outranks anyone that is part of the ships company which MEU are since that is what amphibs do.
