Just during the ceremony. It's not like the bride and groom have NEVER kissed. It is presumed that they have already kissed (and in majority of cases have done far more than that). But during the ceremony the groom should wait until 'you may now kiss the bride' because it's the first kiss of their 'official' marriage and it's a big moment to be witnessed by all.

Historically, when people didn't usually sleep with each other before the wedding - the first kiss was the FIRST KISS. Now this is usually a 5000 kiss and both groom and bride know every inch of each others body. But still - I know some people who do not do that even today - so the first kiss is still good for some ppl.

This originated in the time when a man would only kiss his wife and not a girlfriend in public. To do so was considered a sin and obscene. In that time period kissing was akin to sex, something reserved for marriage. To do so before marriage could in some societies mean being jailed or whipped for it.

So "you may now kiss the bride" also implied that sexual activity was now legal and moral. Even the public act of a kiss.

For the ceremony, you won't kiss before this is announced. This is to announce your first kiss as husband and wife.
