I have heard that the UK is going to impose restrictions on Romania and Bulgaria under its accession rights under EU legislation Regulations. However if they dont impose any restrictions or they put the same regulation as the other 8 regulated new EU member states, then yes, you could work on the PAYE. But if you are a bussiness man, than you normally dont work on the PAYE, you normally do a self tax declaration.

Yes I'm pretty sure you can, but as someone has already asked, why would you want to?? Look into it with some care, you really would be better off being self employed, there is nothing at all fantastic about going PAYE!!

This will depend on what the UK gov wants to do about Romanian workers coming to UK. UK opened the flood gates to East European workers, the Poles, so why not let in the Romanians? Wait and see - the debate is still ongoing.
