Cats are by nature, clean animals so they dont often use their own garden to poo or wee in. The usual things like pepper, orange peel might help but they didnt for my moggy!
Once they are used to NOT using a litter tray you may find they dont want to go back to using one. Try using earth from the garden if it wont use prepared cat litter or maybe shredded news paper.
Mine wont use anything and my neighbours have become accustomed to him leaving his business over their prized garden but cats are considered feral and one cant be prosecuted if they constantly foul someones property. Mine also comes in the house to poo and I have spent a fortune on carpet cleaning....er...do you want another cat by the way?

Yes get him a litter tray and leave it outside your back door. Maybe he will uses that. But its normal for cats to do that. I give up my flower bed for the cats any time

Your cat has got into a habit of using your neighbour's flowerbed now. Therefore you need to break that habit. I would be tempted to get a litterbox and get him to go indoors for a few weeks and then reintroduce him to the outdoors.
If your neighbour agrees, ask him to put orange and lemon peel down where the cat used to do his business. Cats don't like the smell of citrus and this might deter him from going there.

A product to "get off" a gel crystal thing you can by from most pet stores, i get mine from pets at home. sprinkled on the garden works a treat, its harmless and disappears after a few days. it smells of citronella which cats don't like reapply a few times and the problem should be solved. I get it to stop the neighbourhood dogs going to the toilet on my front lawn but it keeps the cats off

Well your going to think i am mad but get a few water bottle the type you buy in shops like volvic etc half fill them with water and place them in various places in the neighbours garden lay them on their side (with their permission of course) and the cat will not mess in their garden again. Why? I do not know but try it and when it works give me the vote I'm confident

We have this problem. Like the person who answered your question we told our neighbours to use a small water pistol as cats are intelligent and soon get the message. The water doesn't hurt them either.

My gran always put a plastic bottle filled with water stood upright in the flower bed where her neighbours cat used to poo. i think it deters them. sounds strange but it worked for her !! i guess the object scares the cat out of making that garden it's own outdoor litter tray...

Orange peel on gardens repells cats. Or sprinkle vinegar on a few stones on the garden, that'll do the same job.

give the neighbour permission to squirt it with water when he sees it in his garden. It won't take long for the cat to learn not to go next door. The water won't hurt it.

put cayenne pepper anywhere you DON'T want the cat to go - won't hurt flowers either.
Try putting some of the cats used litter where you do want it to go - sounds gross, but it works.
I keep the cat out of my flowers and she uses a certain spot outside all the time. It only took her a few times to find her "litter box" outside.
Both worked perfect for me. -Keeps my neighbors tom cat out of my flowers too : )
