Not all of them. The people who talk like that is mostly from East London with the Cockney accent. The British talks in many accents too the way people in the USA speaks ( southern accent, New England accent, Brooklyn accent, LOL, which i personally LOVE) etc
and In England, aside from the standard high end Queen's english, they are many accents as well.
The Spice Girls are from east london so the talk a little bit with a cockney accent.

some people do. i think it's called cockney.

i suppose they would only say the above when they were lost and wanted a clue as to where they were or how to get to their destinations.
