Yes. Simply copy the text you want to read and paste it into a machine translator, like Babelfish. The translator most likely won't give you a perfect interpretation, but it might help you to get the gist.

As far as I can tell www.163.com is in Chinese, and Babelfish does have a Chinese-traditional to English translator.

I think this kind of situation is a much better use of Babelfish than trying to produce language with it.
