What about the young trouble makers , long as they are old enough make it compulsory to join up for two years. Give them a chioce, forces for two years or prison for six. They can go away to a strange land and cause trouble like they do in the uk, under the watchful eyes of the decent ,brave troops that are there because they expect to be. They will either end up dead , hero,s or a changed person for the better.
