I find many references all over the web that say that bitter almonds are "illegal" in the US. However, I can't find the actual law or regulation that makes them illegal. The closest I've come is an FDA regulation that lists bitter almond oil with the prussic acid removed as "generally recognized as safe". Can someone help me find the actual laws or regulations that specify that bitter almonds are illegal in the US?

Note that the toxic substances control act specifically excludes "Food and Drug Administration (FDA)-regulated products (food, food additives, drugs, cosmetics, or medical devices are some examples)"
