The problem is, teens who come from poor backgrounds lack the motivation to benefit from "weekend trips." In general, the teens are so lacking in experience and skills that they do not take enough of value away from such weekends. They see a lot of nice stuff, see other teens having a great time in their nice clothes and nice cars and adults indulging themselves in whatever seems to hit their fancy. Therefore, the time and money spent on the weekend does not reap any quantifiable benefits at the end of a given year. The poor teens merely return to their neighborhood and pick up where they left off. If anything, the average teen has learned that life beyond the 'hood is unfamiliar and therefore uncomfortable and stress inducing. Hanging with familiarity in the neighborhood becomes even more attractive.
Community service is always appropriate for any teenager, but it must be relevant to the needs of the teen in order for it to be a motivator to change behaviors. Too often, it is menial labor, a boring reptition expected to impress the youth that criminal behavior is not a good thing. It is wasted time with no value for the community other than having a cleaner park.
The reasons why a child comes from a "poor background" are the reasons he or she cannot benefit from one shot exposure to success. Having grown up with no consistent positive adults of achievement in their lives, they cannot comprehend how this positive experience translates to anything they know.
A mentor(s) are needed to remain with the teen over a period of years is the only way to de-poor background the youts so that they can "relate" to a road upward and onward toward the great Wizard of Oz.

why not give these weekend trips and community outings to all teenagers to help educate them and make community service mandatory for all children up to the age of sixteen, this would help give vocational qualifications to children at the same time as them receiving an education

well it's a good idea but then they would have to figure out who's gonna pay for that and make sure things don't get abused...by the time things are figured out already you'd be walking with the help of a stick

Sure, seems fine to me.
Although the do-gooders will probably have something to say about health and safety, slave labour, child workers, and taking jobs from adult workers.
Don't we do that informally in some places, scouts, youth clubs ? Don't they do stuff and go away on trips.
Or is that me being nieve ?

Depends, but if you have single mothers or any family for that matter having kids one after the other who cant afford them, why should they have free trips? And who pays for this, taxpayers money no doubt.
