Yes.
Back in the olden days (pre Windows-95) we used to use MSDOS and it had a filename limitation of 8.3. In other words, the largest filename you could have was only 8 letters long, and the largest extension (ie the bit after the dot) was 3 letters long.
Therefore a .doc file is short for "document", a .txt file is short for "text" and .wav file is short for wave file.
