Ever heard of a garlic press? Try rubbing your fingers with lemon juice and then wash your hands with washing up liquid. Why do you keep smelling your fingers?

I cook with garlic and onions all of the time. My hands will always smell of them, but to get rid of the smell you can do 1 of 2 things. You can either buy a lemon or lime and then after you are done with the garlic you wash your hands, then cut the lemon in half and squeeze the juice all over your hands, in fact you can take and wash your entire hand with the lemon. That will get rid of the smell. However, if you do this a lot it will start adding up in price. So you can do the other option, go to the store and in the liquid hand wash area you can buy a lemon/lime scented kitchen soap, its antibacterial and it will have lemon and lime zest in it and it will get rid of the smell just the same. Good luck
And if you dont do either, it will take a few days of continued washing to get rid of the smell. And about the breath, use mouth wash.

For your hands, either metal (as has been suggested, your kitchen taps, or those little metal eggs you can get from Lakeland or Scotts of Stow), or you can use acid such as lemon juice or vinegar, both already suggested.
If you're looking for a product to spend your money on, I can heartily recommend wasting your money on nothing better than Crabtree & Evelyn Cooks hand wash. It's cucumber and sage, smells fresh and devine and removes the smell of garlic etc from your hands. It's also antibacterial and (only) £9 - see link below.
I've got some of this hand wash and it's really good to keep in the kitchen. Mine's lasted me a year so far and it's only about half used. Not actually as expensive as you'd think, so it's not really a waste of money. :)

Rub your fingers in lemon (a used half skin will do.) Never wash your hands in hot water after dealing with garlic - your pores will open up and absorb the smell even more.
Chew fresh parsley for your breath.

All remedys are attempted at own risk and contributor cannot be held responsible as use cannot be monitored.

Rub your hands on your kitchen taps - the metal gets rid of the garlicky smell. Lakeland also do a little metal 'egg' which you can use instead of soap, which they reckon gets rid of the smell too. As for your breath, perhaps some parsley.

If you regularly cook with lots of garlic then you might think about buying one of those "stainless steel soaps". Don't ask me how, but they really do work! For your breath: chewing fresh parsly or drinking some kind of yoghurt drink, kefir or buttermilk.
