I too suffer from dark circles under my eyes due to hay fever (rubbing and scratching damages delicate capillaries causing dark patches) and because i have CFS (lack of sleep causes paleness of the skin which allows blood underneath the skin to appear more blue or darker). Using contact lenses can also contribute to dark circles (pulling at skin = damaged capillaries).
So firstly, stop wearing contact lenses, if you need them, switch to glasses.
Secondly, Drink more water.
Thirdly, the product.
Avoid vitamin A or Retinol. It is irritating to the delicate eye area.
Avoid Vitamin C. Most research suggests it is not effective when applied topically, and forms that are, are unsuitable for the eye area.
Stick to creams rather than gels. The eye area has less sebaceous glands than the rest of your face and needs lots more moisture. Hyaluronic Acid, Sodium PCA and Colloidal Oatmeal are all great moisture retainers.
Look for a product containing Vitamin E, a great anti-oxidant to combat the free-radicals that are irritating the eye area. However, Vitamin E is denatured by the air, so best to get a product that comes in a tube, not a jar, and always replace the lid tightly.
The Body Shops Vitamin E eye cream is pretty good, and follows all these rules.
Application:
When using a product, make sure you lightly pat it onto the skin, working inwards under the eye, towards your nose. This will help to prevent dragging and ageing the skin.

Drink plenty of water!
Preperation H- (Does work, most actors and actresses use all the time)
Cut a potato in half and place over eyelids for about 10 minutes daily (the starch in the potato fades the dark circles/lines)
Cucumber really only soothes tired eyes.
And last but least buy Vitamen E Capsules, last thing at night snip the corner of the capsule and with your little finger dab the Vitamin E oil around the eyes. Also try to get a few early nights. Good Luck!

Try these:
Do not eat cheese, cows milk, cream, ice-cream. A typical symptom of a dairy intolerance is black circles/rings around eyes
Try eye gel as the creams are too heavy near the delicate eye tissue.
Sleep
Drink loads. Low amounts of fluids are putting pressure on your kidneys which is showing under your eyes.

The water will help. So will making sure you're getting enough sleep. When you were little, did you have those? My closest friend did. If that's the case, you'll probably always have them. I've heard of using Preparation H to shrink them, but I'd be afraid to use it near my eyes!
You might consider consulting with a cosmetic surgeon. There are many ways to improve those little imperfections these days! Good luck!

Liquids, sleep. Dont use harsh eye make up removers etc. I started using baby lotion and cotton wool to remove eye make up and its reduced the dark circles over a few weeks.
But no miracles I'm afraid.
