It would be legal to book it in India rather than the UK but airlines normally use the ticketing convention that tickets are priced at the country of origin (using local currency), in your case, the UK.

Yes, it is possible but you will find that the price will not vary considerably. this is because air fares (with scheduled airlines, not lo-cost Internet based airlines) are predetermined by IATA (international air transport association) making them the same across the board.
Flights bom-lon-bom are cheaper than flts Lon-Bom-Lon as the fares are also based around local economy's meaning that it would be unrealistic and unfair to expect someone from a country earning very little IE in India to pay the same price as someone earning considerably more such as the UK.
but as in your case you want to travel from the UK, you will be paying a UK based fare for your travel.
Booked far enough in advance you can get a fairly cheap flight with airlines such as virgin, bmi or jet. the cheapest prices for these airlines you will find on their websites or through sites such as expedia, airline network etc...

You can do it. However, I am not convinced with your cost-economics. When a travel agent issues a ticket LHR-Bom-LHR, it will be in British Pounds and then converted to INR. Then there will be PTA charges to be paid. The taxes would also be different.

However, if you are talking about Bom-LHR-Bom return tickets, the picture will be different. So, it is better to a careful look at the savings you are supposed to make.

Yes! You can buy ticket in India and then have the PNR number and get the ticket collected at airport or at airline office.

......and whilst you are at it, check out the one way prices rather than return prices. That is, the price of a one way ticket LON BOM and then a seperate one way ticket BOM LON. You may be surprised.
