You're talking about a 'Criminal Background Check'
Most employers will obtain one at their expense, but they don't have to. Many will require you to provide one at your expense, just like a driving record or even drug screenings may be at your expense. You'll need to get your fingerprints taken.
Usually, your state agency (in Tx it's DPS) will handle this as local jurisdictions just aren't set up to process these requests. Contact your state police agency and ask where you go for a criminal background check. The fees vary, but ususally aren't prohibitive.

Actually they're both wrong. The first answer is correct.
You must take a copy of the release form that your employer handed you and go to your local police station. There is no cost to you at all. They will simply look up your record and provide any information that is on it that is not sealed, or if it is clear, they will stamp it that you do not have a record... the stamp is official and legal. You simply return this to your employer.
Most jobs that involve working with children or the elderly require that you have one of these filled out.

You don't. A background check is for THEM to do, to see if YOU are a criminal.
You may be asked to provide a driving history (available from the Department of Motor Vehicles in your area for a nominal fee), but to have any value, a criminal background check must be provided by an independant third party trusted by the employer.
Cheers.

Background checks are done by the EMPLOYER, no employee is expected to pay for his own background check.
