If you flying out of Los Angeles, book the afternoon departures, they have the lowest airfares. You will arrive in Bangkok around Midnight. Take a taxi to the hotel of your choosing. And you should book it 3 month in advance to ensure your self of the lower fares.
Check www.kayak.com or www.asiarooms.com for hotels. Look at the reviews regarding the actual accomodations. You can find them as low as USD 12 per night. If have choice about when you travel, travel during the period April to October that is the rainy season and this past rainy or monsoon season has been dry and only now has it been raining alot.
The Skytrain and subway are the best ways to get around Bangkok. They have Airconditioned buses in and out of Bangkok to get around and they are very reasonable. Most of temples are free to visit. The grand palace is a few hundred Baht to enter.

I would strongly recommend buying the Lonely Planet guide for Thailand.
It contains full details of all the cheap places to stay and to visit.
To stay in Thailand you need a visa. A tourist visa is for 2 months and a non-immigrant for 3 months. Both can be extended for 1 month.
If you eneter by road, you can get a 30 day stamp on arrival.

There are lots of cheap places to stay in Thailand. I recommend a Frommers or Lets go guide. Since it's the fall you probably won't even need air conditioning.

Actually in Bangkok it's not too expensive. If you a budget traveller I suggest you stay around Khao San Road area
