I cannot tell you about getting dandelion tea in India, but it is generally used as part of a detox. When you detox you may lose weight, but eating habits, etc will determine whether or not the weight loss is permanent.

drinking the tea on its own won't help, but as part of a balance diet and excercise. It's also a powerful diuretic which means it will make you pass a lot of water.
In France it's know as piss-en-lit or wet the bed!
The loss of the water's weight is what some people may think is permanent, but it's not.

I dont think that drinking tea alone is enough for weight reduction. It might increase your metabolism and help you digest food easier, but it will surely not remove the fat.
To remove the fat, you will have to follow a diet and exercise.
- Do intesnse running or skipping 3 times a week.
- Stop eating junk food
- Stop eating bread
- Substitute bread with "brown" rice
- Eat mostly vegetables, meat, chicken and tuna...
Intense workout will increase your hear rate which in turn will increase your metabolism and will help burn fat.
Good luck
