I noticed a natural blonde haired guy in the swimming pool showers but he had ginger sideburns and pubic hair. So why does pubic and facial hair can differ in colour from head hair?

Light.

The hair in his (or any other persons) pubic region is mostly covered and gets no light. Some hair pigments on some people tend to discolour when exposed to much light.
