yes a Buddhist can use germ sanitizer gels, what the question comes down to is a matter of conciousness and conscience, if you're killing for the pleasure of it, or doing it out of ignorance or greed, that is wrong.
also, are germs conscious? I don't think they are, which means that nothing could reincarnate into them, meaning there's nothing to kill.

Man... what if you walked across the grass and killed some bugs on the way? Is that why we don't get reincarnated into something really good?
... I think it would be sad to live my whole life trying (on my own) to live my life in such a way as to try very hard to get into heaven, not ever really knowing if I'm doing what it takes to get there. I'm glad that I have the hope of Jesus that he gave me. I can be assured of my inheritance. Now, I worry about those who do not know or do not accept truth.

As far as i am to understand it, Buddhists are not to kill any living thing. I would assume that this would mean they are not to use hand sanitizers as it would kill multitudes of living things at one time, but then along the same lines, would they mean they are not to shower? I'm going to research this...Good Question
