Stop selling drugs.

You don't say where you live, but is there a public building close to you that he could be checking on?
I have to agree with the others when they suggest you call the station and see why he's doing this. It could be a real reason behind it and he's not doing it just because he wants to.
I wouldn't however, use an accusing tone of voice with them, that could open a totally different can of worms. Just ask politely and they should tell you a reason.
Hanging darker curtains or drapes is a good idea too.

Call the police department and ask for the Chief's office. Explain to the Chief that you are concerned that one of his patrolmen is trying to catch your wife and daughters while changing clothes. Tell him you would like to keep this at a department level and not get the mayor and city council involved. It will probably stop.

If it doesn't stop, get an appointment to speak with the Mayor or City Manager. Tell him about the patrolman who in effect is window-peeping.

Oh you must mean spot lighting. They're just doing their job looking for criminals. Get over it. If it turns out you're the criminal then you better quit or move.

Ask the purpose of the police activity. It might be good for your house or is it a suspicious act.
