I imagine the "bag" over her head was a spit shield mask because her little drunk self was spitting at them. The bruise was from her being dragged because she probably couldn't stand up or fought with the police. I also imagine that they couldn't reach her Dad right away because he was passed out drunk at home. They took her to the hospital for her own protection and the doctors on duty are the ones who administer medications.

Placing a bag over her head was unecessary but the fact that she was a minor and she was intoxicated just made any complaint invalid. The police can simply state that the pills that she takes for her condition had a bad mix with the alcohol.
The police can take how ever long they want to seeing that the parents werent that concerned about theyre daughter since she was drunk. The parents are to blame not the police. They have no case so dont waste money on a lawyer.

ADHD is no excuse for being intoxicated. In fact, ADHD individuals are discouraged from drinking as alcohol causes adverse side effects when mixed with the medication. Cops can't call parents until they are booked and it sounds like she had to have medical care first. She probably wasn't coherent enough to tell police much of anything. Feel free to try and get a lawyer, but it probably won't go anywhere.

I suppose she had an allergic reaction to the alcohol she drank, and it's not really her fault
ADHA is a diagnosis doctors use to make a buck off of bad parents, or at least shut them up.
Real life will not yield to a bunch of whinny excuses

File a complaint with the police department.
Then see a lawyer that specializes in lawsuits and see if you have a case against the police.

File a grievance. Internal Affairs will find no evidence, I tell you now, but if you have other witnesses you may have a solid complaint that you can take to a legislator.
