Depends on the type of exercise. For most, the answer would be before, during, and after... sipping frequently rather than filling your stomach. That is why people carry water bottles in the gym. During a long workout I add CytoMax to my water bottle.
I recommend to my patients that they get 0.5 oz of water per pound of body weight per day, and more if they are exercising strenuously.

During is probably the least best time. Drink about 8 oz. before you start stretching to make sure you are well hydrated. When you get done drink about 8-16 oz. to rehydrate yourself since you loose moisture from sweating. If you drink water while you are exercising you could give yourself a side ache.

My fitness trainer used to advice me to drink small small sips of water during and after exercise preferably with salt and glucose.
This is to replenish water and salt lost through our sweating. But never drink lot of water at a time during heavy exercise.
Dont eat any thing two hrs befour and one hr after exercise.

Hydrate before exercising and sip on water while you exercise. After your work-out replenish lost fluids, so drink the most after.

all three!
drink a glass or two before, and take a bottle with you so you can sip periodically during your workouts. drink some more water afterwards.
if you are going running, don't forget to bring some water with you. they have a special belt you can put around your waist with little bottles so that you always have water with you.

I drink both before, during & after. I have little sips as I need it. This keeps me hydrated all through my excercise.
