It can be said as sexual harassment and also he is trying to abuse you.
Be away from him and if he repeatedly does this don't back off from reporting it to the Cops or the Police Station.
If you keep quite he will do this again and again and this time may be to some other girl.
Do not be scared and the next time he touches you give him a tight rap on the face.
If any body askes you why you hit him, reply back that he touched you and you kept quite for a long time.
IF HE TURNS OUT TO BE A SENIAR CO-WORKER REPORT TO SOMEONE WHO IS MORE SENOIR TO HIM.

It totally depends on the context--especially if they touch you on the arm. On the leg--that's a little more likely to be harassment, although it need not be. Some people are just more prone to touch others during a conversation because they are more extroverted and were raised in a family in which touching was routine.

If you think it is harassment or if it makes you uncomfortable for any reason, your first step is to tell the person doing the touching that you don't like it and you prefer they not do it. Be very clear with them about exactly what they are doing that's making you uncomfortable. If they continue to do it, after you have made your feelings clear to them, then it is harassment.

But it's your responsibility to say something to them first, not go behind their back and report them to someone else.

Harassment is"any unwelcome action by any person(s),by management or a co-worker,whether verbal or psysical, on a single or repetitive basis, which humiliates,insults or degrades." If you don't like it than it's harassment.

Make it clear to them that touching you is a definate no-no. Don't pull out the "sexual harassment" card yet. That card is getting played too much as it is.

If it's a man touching a women yes, but when men do it to women it's different. It's not really different but women demand special treatment, so it doesn't matter that it's not. See, men (or at least hetrosexual men) are strong enough to brush it off and go on about their business where women usually aren't. That's why they have to file sexual harassment every time a man looks at them wrong; they want everyone to feel sorry for them even though they are perfectly capable of standing up for themselves.

If there is no personal relationship between the two of you, I'd have to say yes. The most constructive way to deal with it is to remove his or her hand and ask them not to touch you again. If it keeps up, let management know and warn them of the consequences of their actions.

Arm, I'm not so sure about. If I tap you on the arm and say "watch out" for some hazzard, well, what do you make of that...

Leg, there is no real reason for that, unless they are helping you put your shoe back on.

It could be. Even if the person is the same sex.
Just don't get crazy. If you think its inappropriate, tell the person "this is inappropriate" and report to your HR dept.

If you're just trying to burn down some guy you think is a jerk, you could be held accountable also....

It can be, if it creates a hostile work environment for you.
If you don't like it, I'd recommend that you just talk to your coworker and tell him/her that you're not comfortable with it. If it continues, then stricter action might be necessary.

it's possible that it is depending on what was going on. It's evreyone's nightmare to be the victim or be accused of it so make sure YOU KNOW you are being sexually harassed.
