Layers! It depends how cold it actually gets there, but you could start with long-underwear. Then another pair of pants on top, and a third layer after that. Same with tops. Layer them.
A hat is the most important, as it keeps their heads warm. Get a nice warm hat with ear-flaps to keep their ears protected.
If there's snow over there, then get them some snow-boots and a snowsuit. Kids that age will adapt to anything. Don't worry!

Layer, then cover the opening from the cold winds in Korea winter.
Put socks OVER the under pant. Tucked pants IN the boots.
Cover the neck with turtle neck or scarf UNDER the coat.
Mitten with long neck. Take those off when you are not in harsh weather or entered building, so your kids can breath and not sweat. If they sweat, get them dry and putted back all the wind blocks before exposing them to the wind.
Feb is usually the coldest time in a year.
Not only the kids, hope you dress warm and have cozy fun time.

You will be surprised that toddlers and children can adapt to the cold better than adults.However,you will still have to protect them with thick clothing.Firstly,you have to get thermal underwear for them.Then layer it with thick knitted sweater and pants.Lastly,all you need is to top it with a padded wind proof winter jacket.Make sure that you make them wear thick socks (wrap it around the pants) and maybe also cover their heads with a proper winter hat.You may have to purchase slightly bigger footwear(boots) so that your children do not feel too uncomfortable as thick socks add bulk to their feet.
The tatic of keeping warm in winter is not how many layers you wear,it is how you make sure that the winter air does not seep through underneath your clothing(tuck in your sweater into your pants)If not,no matter how many layers you wear,you will still feel cold.Hope you enjoy your trip=)

I have experience in this, I took my 24month old to Russia last Winter. Layers is the key, at least 3 layers to be exact. First layer: turtleneck and cotton tights. Second layer: fleece sweatshirt and pants (cordueroy is warmer than denim). Third layer: A bunting or snow suit and/or winter coat (depending on age). I found thermal socks at REI and put snow boots on her feet. On her head she had a beanie/hat and the hood from her bunting. And, of course, mittens on her hands. Good luck and don't worry too much, you can always add on another layer if you think they might be cold!

Just browse in the clothing sections of the major department stores and/or KMart, WalMart.
Make sure you take small throw-blankets and/or mufflers to cover their face - keep their hands, mouth, ears, neck, feet, hands warm.
Layers of clothing are warmer than one thick piece - try t-shirt layer with shirt layer with sweater layer if you feel they are too cold.
If you are visiting family/friends ask them how cold it truly is going to be or look on the Web to see the average temp and compare it with your own climate.

I think you can go to mothercare for winter wear.. end of the year season clothes.. buy them just before you go so tat they can be cheaper during hte end of season sale...
