an accident scene has a lot of evidence which needs to be documented. With people driving through the scene, evidence is destroyed. Or the road may be blocked and they are protecting the scene. Lets face it, when the general public rolls by a wreck, they are usually paying more attention to what the police and fire are doing than their driving. Keeping the public away is a safety measure for the public and all those involved. The wreck may be so serious that no one needs to see the results, or a chopper needs to land. Most of the time though it is to protect the scene. If they can safely allow a lane or 2 of traffic through they will, but if it is a serious of fatal wreck you can be sure they will establish a perimeter and block off the road

Serious and fatal incidents are initially treated the same as any serious crime. People may have been killed so a full investigation is essential. Roads will be closed for as long as necessary to gather evidence, take photographs and measurements etc. and also to clear away the wreckage. Roads also need to be closed to prevent rubber neckers from having crashes and to protect the emergency services from being run over by motorists.

Cops block off roads because the accident usually covers the whole road so cars can't get around it. So they make a detour.

They need to investigate the accident scene . Especially if there is an injury or fatality. The other reason is for the safety of the first responders (.IE: Paramedics, police department)and the people involved in the accident. Sometimes its also to keep the public from seeing things like someone who has died on scene from an ejection or something like that.
