Yes, I think you are on the right track.. Canine Atopy is very much like asthma..it is brought on by allergies, AND stress..
..Here is a very good site to help you undertstand this condition>

Atopy or atopic dermatitis is an allergic skin disease of dogs. In the allergic state, the dog’s immune system ‘overreacts’ to foreign substances (allergens) to which it is exposed. The most common type of allergy is the inhalant type, also known as atopy. It results in itchiness, either localized (in one or several areas) or generalized (all over the dog). Common allergens that can cause atopy include tree pollens, grass and weed pollens, moulds, mildew, and the house dust mite.
Many of these allergies occur seasonally, just as in human asthmatics, and it is a genetically inherited disease. Although it is seen in all breeds of dogs, Fox Terriers, Poodles, Dalmatians and West Highland Terriers suffer most commonly.
Atopy is most commonly seen for the first time in dogs 1-3 years of age, and initially may be associated with the 'pollen' season, although symptoms are constantly present in older dogs.
Inflammation of the skin produces severe itching, usually generalized. The dog chews, licks, and scratches its skin, resulting in hair loss and secondary infections.

She could be allergic to the food you are feeding her.
Read the food label, if it contains corn or wheat products, or if you can't pronounce all the ingredients, consider changing brands.
Read a book called "Foods Pets Die For" by Ann N. Martin for all the gruesome details. In a nutshell, there are ingredients in pet food that are either outright unhealthy for dogs and make them sick or cause the body's natural processes to be disturbed in a way that causes chronic illness.
Veterinarians get paid and free stuff to recommend food. It's not because it's better, it's not, Vets are running a business and need to think profits just like any other business.
Corn and wheat commonly cause skin allergies and infections. The unhealthy ingredients cause allergies and the dog itches, scratching itself allowing bacteria and yeast growth because the ingredients have supressed the immune system.
I'm not making this up. It's all in the book.
Look into Innova EVO (the best out right now, I've heard folks sing the praises of this food. It's changing the lives of dogs with symptoms just like yours)

All have websites with more information. It's worth trying, you've tried everything else.

The samskaras are nothing but the regular patterns of the mind that is the tread path which is easy go for the mind . It is really a very hard task to make the mind to go in a new track because the exsistence of mind and all the entrapments of the mind are dependent on the samskaras. To go beyond this we got to shock the mind by going against it instantly and witnessing how the mind works. It may be painful but it is possible so the zen masters hit the disciples with whatever they found. Another way is to reason by keeping a very high level philosophy like Brahmatatva the samskaras just evaporate in front of the massive tattva.Cutting all faiths and total relying on the self will burn the samskaras.

Just to say, I buy ear stuff, called "dry ears"..it's not for dry ears though, it's for "sweating ears" My dog does that scratching thing to her ears and the "dry ears" helps..
But, if you have all the meds and the blood tests say she's allergic to "dogs" .. Never heard of that one before.. perhaps someone else has...
How much attention do you give her when she does these thing?
One of my dogs will "scream" at a high pitch..like he's been hit by a "Mack Truck" shake all over, with a pathetic look in his eyes, and I'll go running to him, soon as he gets his "quota" of attention, he stops it, until he wants more.
He's fine, nothing wrong with him, he just has me... figured out.
Terrible she was abused, how can people do that. You could have a point though, dogs are "crafty creatures" could be psychological.
No bark? hmmm, that's sounds like whoever abused her taught her the hard way, not to bark.
so sorry for her.. glad she has you.

The only thing I can come up with is to look for another Vet that will diagnose her properly
