No, it is not weird for a 21yr old to like a 16yr old. The age doesn't matter, it's about that feeling in your heart.

i was 20 when i met my now hubby, he was 16! we fell in love we waited till he was 18 to get married and you know what we are married for 3 wonderful years now.
love does not know age if you truly love some one then age is just a number.
but don't rush into anything, make sure that this is what both off you want. you both are still young and have your whole life ahead of you.
PS make sure that the parents are aware off the two off you.

Depends on the country you live in if its here in the states then its a problem But if your in Mexico then its unfortunately legal.
