is it illegal to make alcohol for your own consumption?

you can make a personal size batch legally, you just can't sell it,
the trick is that if you don't have the right temperature you can end up with 'wood alcohol' which can make you blind...
you really need to know what you are doing with distilling...
homemade wine is easy...
i cup sugar...
1 ..12oz can frozen juice
(frozen because the stuff in bottles has preservatives that kill the yeast)
a pinch of yeast...
if you don't add enough yeast they will multiply soon...
all
this goes into a gallon jug...
top it off... fill... with water...
then put a balloon on top of the neck of the bottle/ jug,
that keeps the bacteria in the air from turning the wine into vinegar.,
and after a month the balloon will be expanded full of C02,
then the balloon will start to shrink,
then it's ready to taste test,
don't taste it all at once...
it's stronger than u think...
if it's too sweet , next time add less sugar,
if too dry next time add more...

In the US, it is illegal under ANY circumstances to distill alcohol for any purpose in any quantity without a federal permit. Of course you have to meet all the federally mandated criteria and pay all the required fees and taxes in order to obtain a permit, so the simple answer is yes, it's illegal.

In the good ol' USA one can make up to 200 gallons of "medicinal" hooch leagally!

Ok that's nasty, besides being against the law do you know you could do yourself permenant damage or worse? Need to scoot off to the liquor store my friend.
